Q: Is the switching make-before-break, or break-before-make?

It is break before make. It has a band switch that breaks the connection.

Q: are the knobs selectable or variable. do i need to use a meter to confirm the values if they are variable knobs?

They are selectable. The knobs only index to the positions labeled. I would still use a meter to confirm values as there is inherent tolerance variation in resistors.

Q: Will this unit work with 0-12 volt automotive signal circuits?

The only limitation of this decade resistor box is staying below 1/2 watts in power dissipation. So yes it will support 12V or actually the 14.5V maximum of an automotive Voltage as long as the Resistor/resistance is greater than 421 ohms (R, ohms = Volts squared divided by P, power) in order NOT to exceed the 1/2 watt limit. So don't select a resistance less than 421 ohm otherwise the resistor will burn open-circuit!
