I'm 5'9.5 and it hits me right at my hips

not really, unless you do not zip all the way up and even then, it's not comfortable folded over. However, it's comfy whether it's zipped the whole way, or only partially. Just not folded over.

Q: I am a size large according to the size chart but want to wear this over a sweat hoodie, should I go up to an X-Large?

I think a large should fit, but if you're going to wear something bulky under it, size up to be safe.

I think it means in between a sweater and winter coat. It’s perfect for spring and fall
